Ani ng KASAMA-TK, ang iskemang ito ay matagal nang pinagkakakitaan ng militar sa ilalim ng E-CLIP (Enhanced Comprehensive Local Integration Program) Amnesty Program ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).&nbsp;<\/p>\n\n\n\n<p>Ang programang ito ay ang naghuhudyat sa serye ng peke at mararahas na pagpapasuko ng mga pwersa ng estado sa mga magsasaka, kung saan ang militar ay maaaring kumita ng P60,000.&nbsp;<\/p>\n\n\n\n<p>Dagdag pa rito, ang E-CLIP ay huwad na magbibigay daw ng \u201ctulong, kaalaman, at kasanayan sa pagbabagong buhay\u201d ng mga \u201cmagbabalik-loob\u201d umano sa gobyerno.&nbsp;<\/p>\n\n\n\n<p>Ilang beses nang naiulat ang mga pekeng pagpapasuko ng militar sa pinararatangan nilang mga miyembro umano ng BHB. Nitong Abril, nasa 244 na mga \u201cfake surrenderees\u201d sa San Jose Del Monte, Bulacan ang lumantad bilang mga dating miyembro ng BHB. Anila, sila ay may koneksyon daw sa Bayan Muna at Kalipunan ng Damayang Mahihirap (KADAMAY).&nbsp;<\/p>\n\n\n\n<p>Mariing ipinagpapanawagan ng sektor ng mga magsasakang itigil na ang pwersahan at pekeng pagpapasuko. Ayon sa tagapangulo ng Kilusang Magbubukid ng Pilipinas (KMP) na si Danilo Ramos, ang galawang ito ay isang porma ng red-tagging at ginagamit upang pangatwiranan ang pagpaslang sa mga magsasaka.&nbsp;<\/p>\n\n\n\n<p>Sa kasalukuyan, mayroon nang 342 na pinaslang na mga magsasaka sa ilalim ng rehimeng Duterte.&nbsp;<\/p>\n\n\n\n<p>Ayon sa isang ulat ng Bulatlat, ang mga magsasaka ay pinapipirma ng mga \u201csurrender papers,\u201d at kapag sila\u2019y hindi sumunod ay maaaring idaan sa mental torture, pananakot, at dahas. Pagdidiin ng KMP at Tanggol Magsasaka na parte ito ng Barangay Development Program (BDP) ng NTF-ELCAC. P28 bilyon ang inaprubang pondo para sa task force sa taong 2022.&nbsp;<\/p>\n\n\n\n<p>Tahasang kinukundena ng KASAMA-TK at KMP ang nagbabadyang pekeng pagpapasuko sa mga kasapi ng CLAIM-Quezon.
