Ibinalita ng\u00a0 Bureau of the Treasury (BTr) noong May 5 na tumaas ng 4.8% o\u00a0 P586.29 billion ang national debt sa katapusan ng Marso mula sa P12.09 trillion na utang sa katapusan ng Pebrero 2022.<\/p>\n\n\n\n<!--more-->\n<!--noteaser-->\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<figure class=\"wp-block-image size-thumbnail\"><a href=\"https:\/\/sinag.press\/news\/wp-content\/uploads\/2022\/03\/ni-ron-imperial.png\"><img decoding=\"async\" src=\"https:\/\/sinag.press\/news\/wp-content\/uploads\/2022\/03\/ni-ron-imperial.png?w=97\" alt=\"\" class=\"wp-image-4014\" \/><\/a><\/figure>\n\n\n\n<p>Tumaas sa bagong record-high na P12.68 trillion ang utang ng Pilipinas ayon sa ulat nitong katapusan ng Marso.<\/p>\n\n\n\n<p>Ibinalita ng&nbsp; Bureau of the Treasury (BTr) noong May 5 na tumaas ng 4.8% o&nbsp; P586.29 billion ang national debt sa katapusan ng Marso mula sa P12.09 trillion na utang sa katapusan ng Pebrero 2022.&nbsp;<\/p>\n\n\n\n<p>Kung ikukumpara sa P10.77 trillion na utang mula 2021, tumaas ang kabuuang utang sa katapusan ng Marso 2022 ng 17.7%.<\/p>\n\n\n\n<p>Batay sa BTr, dulot ito ng dagdag na P457.8 billion na five-year retail treasury bonds (RTBs) noong Marso bilang \u201cinvestments\u201d sa government securities. Ilalaan umano ang naturang RTBs para sa mga indibidwal at maliliit na mga grupo.<\/p>\n\n\n\n<p>Dagdag pa rito ang P122.7 billion na inutang sa pamamagitan ng US dollar-dominated global bonds at iba pang utang mula sa labas ng bansa. Subalit tumaas pa ito ng P37.3 billion dulot ng paghina ng palitan ng Philippine peso kontra US dollar. Tinatayang bumaba ito muli P51.906 kada isang dolyar noong Marso mula sa P51.385 kada dolyar na palitan noong Pebrero.<\/p>\n\n\n\n<p>Ayon sa datos, 69.9% ang inutang mula sa mga local lenders at 30.1% naman ang mula sa mga foreign lenders.<\/p>\n\n\n\n<p>TINGNAN: <a href=\"http:\/\/bitly.ws\/qHBM\">http:\/\/bitly.ws\/qHBM<\/a>&nbsp;<\/p>\n\n\n\n<p>Batay sa pagsusuri ng think tank IBON Foundation, ang kasalukuyang P12T halaga ng utang tumaas ng 113.2% mula sa P5.9T na minana ng administrasyong Duterte mula sa administrasyong Aquino.<\/p>\n\n\n\n<p>Tinatayang P97.6 billion ang buwanang pagtaas sa kabuuang national debt ng administrayong Duterte (Hulyo 2016\u2013Marso 2022), higit na mas mataas kung ikukumpara sa P19.0 billion noong administrasyong Aquino (Hulyo 2010\u2013Hunyo 2016) at P21.2 billion noong administrayong Arroyo (Enero 2001\u2013Hunyo 2010).<\/p>\n\n\n\n<p>Dagdag dito, paglalagom ng IBON Foundation, tumaas sa P114,976 sa populasyong 110M (Marso 2022) mula sa P58,092 sa populasyong 101M (Hunyo 2016) ang babayarang utang ng bawat Pilipino.&nbsp;<\/p>\n\n\n\n<p>Ang administrasyong Duterte ang may pinakamataas na pamanang utang mula noong diktadurang Marcos.<\/p>\n\n\n\n<p>TINGNAN: <a href=\"http:\/\/bitly.ws\/qHAv\">http:\/\/bitly.ws\/qHAv<\/a>&nbsp;<\/p>\n\n\n\n<p>Subalit giit ni presidential spokesperson Martin Andanar, sisiguraduhin umano ng administrasyon na magagamit nang maayos ang patung-patong na utang sa mga nalalabing araw ng pagka-pangulo ni Duterte.<\/p>\n\n\n\n<p>\u201cRecent borrowings would be for our COVID-19 response and recovery and resiliency efforts. We need to sustain our country\u2019s long-term socio-economic growth and development,\u201d dagdag ni Andanar<\/p>\n\n\n\n<p>Ngunit, mariing pinagdidiinan ng iba&#8217;t ibang sektor na kulang at pabaya ang naging pagtugon ng administrasyong Duterte sa pandemikong krisis. Taliwas sa nabanggit na &#8220;long-term scio-economic growth and development&#8221; ni Andanar, ang bulto umano ng pondo ng administrasyon ay napupunta sa militarisasyon, paniniktik, at imprastruktura.<\/p>\n\n\n\n<p>Batay sa 2022 General Appropriations Act (GAA), pinanukala ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) ang kanilang P17.1 billion na budget para sa&nbsp; Barangay Development Program (BDP) nito, samantalang naunang pinanukala ng Malaca\u00f1ang sa Kongreso ang P28.1 billion na budget para sa NTF-ELCAC noong GAA 2021.<\/p>\n\n\n\n<p>Subalit mula sa datos ng Department of Budget and Management, binawasan naman ng P14.7 billion ang budget para sa mga state universities at colleges (SUCs) ngayong taon. Kaya maaalala rin ang pagsuspende ng Commission on Higher Education (CHED) sa aplikasyon sa CHED Scholarship Program para sa mga susunod na first-year college students ng A.Y. 2022\u20132023 dulot ng kawalan ng budget.<\/p>\n\n\n\n<p>BASAHIN: <a href=\"http:\/\/bitly.ws\/pp75\">http:\/\/bitly.ws\/pp75<\/a>&nbsp;<\/p>\n\n\n\n<p>Samantala, P538 million lamang ang inilaan ng pamahalaan para sa mga paaralan at health facilities bagaman ayon kay Andanar, para umano sa COVID-19 response ang lumulobong trilyon-trilyong utang ng administrasyong Duterte.<\/p>\n\n\n\n<p>Bago matapos ang termino ni Duterte, nananaig ang mga kahingia&#8217;t panawagan ng bawat sektor na pamahagian ng pampinansiyal na suporta buhat ng lumalalang krisis sa bansa. Samantala, sa kabila ng nagtataasang mga presyo ng bilhin at mababang kalidad ng trabaho&#8217;t sahod, maiiwan sa susunod na administrasyon at mga mamamayan ang bigat ng pagbabayad sa mga kautangan ng administrasyong Duterte.\u00a0<\/p>\n\n\n\n<p><em>Featured image courtesy of Mark R.
