Panreredtag at pagsagka sa kritikal na pagbabalita at pamamahayag ang hatid ni National Security Adviser (NSA) Hermogenes Esperon nang utusan nito ang National Telecommunications Commission (NTC) na harangan ang akses ng mga websites ng mga alternatibong midya at mga progresibong organisasyon.<\/p>\n\n\n\n

Walang batayang paratang ni Esperon, konektado umano ang mga grupong ito sa Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF).<\/p>\n\n\n\n

Sa isang liham noong Hunyo 6, alinsunod sa Anti-Terrorism Council Resolution No. 12, 17, at 21 na kinikilala ang CPP-NPA-NDF na isang ‘teroristang’ grupo, hiniling ni Esperon sa NTC na ipag-utos sa mga Internet Service Providers (ISPs) ng Pilipinas na harangin ang mga websites ng CPP, NDF, at mga nireredtag na organisasyon.<\/p>\n\n\n\n

Subalit, napabilang sa liham ang ibang mga websites tulad ng Pamalakaya Pilipinas\u2014isang pambansang pederasyon ng mga grupo ng mga mangingisda sa bansa, Save Our Schools Network\u2014isang kalipunan ng mga organisasyong naglalaban sa karapatan ng mga bata at mga bakwit schools (paaralan ng mga evacuees mula sa mga digmaan at gulo), Bulatlat at Pinoy Weekly\u2014mga alternatibong pahayagang kritikal sa administrasyong Duterte, at iba pang mga sektoral na grupo.<\/p>\n\n\n\n

Nitong nakaraang taon, maka-ilang beses na ring nakaranas ng atake sa pormang digital ang mga nasabing alternatibong pahayagang. Ang mga websites ng Bulatlat, AlterMidya, at Karapatan ay nakaranas ng distributed denial-of-service (DDoS) na natrace sa Philippine Army at sumasagka sa pag-akses sa mga ito.<\/p>\n\n\n\n

Sa kabilang banda, ang mga grupong PAMALAKAYA at SOS Network ay maka-ilang beses na ring naging target mg estado sa sunod-sunod na malisyosong panreredtag at pag-uugnay sa animo’y “terorismo.” <\/p>\n\n\n\n

Sa isang liham naman noong Hunyo 8, na pinunang may kasuspe-suspetyang subject line na  \u201cFor Blocking – Illegal Online Cockfighting Websites,\u201d opisyal nang isinagawa ang paghaharang sa mga nasabing websites.<\/p>\n\n\n\n

Mariing kinokondena ng Pamalakaya Pilipinas ang harap-harapang panreredtag at panunupil  sa kanilang grupo.<\/p>\n\n\n\n

\u201cWe denounce this attack against the public\u2019s freedom of information and speech. This desperate move comes from Duterte\u2019s security cluster, headed by red-tagger Esperon,\u201d ayon sa grupo.<\/p>\n\n\n\n

\u201cWe condemn this attack on press freedom and free expression. We call on our colleagues in the media and all press freedom advocates to resist this relentless campaign to silence the independent media and critics of the state. Ikinakabahala ng National Union of Journalists of the Philippines (NUJP) ang paggamit sa di-konstitusyonal na Anti-Terror Law bilang basehan upang harangin at walang batayang iredtag ang mga kritikal sa administrasyon.<\/p>\n\n\n\n

Anila, \u201cWe have repeatedly warned against the dangers of red-tagging and how the practice paints groups and people as legitimate targets of threats, harassment, and physical attacks. This labeling, in the form of an official government document, magnifies that danger even more.\u201d<\/p>\n\n\n\n

Nakaraan nang isinapubliko ni Lt. Gen. Vicente Danao, Jr. ang malakasang pagsupil nito sa mga protesta at pamamahayag na hindi alinsunod sa nakaambang administrasyong Marcos-Duterte. Aniya, sa darating na inagurasyon ni Marcos, Jr., pawang mga maka-Marcos na pagtitipon lamang ang pahihintulutan.<\/p>\n\n\n\n

Taliwas dito, kinikilala ng Konstitusyon ang karapatan ng mga mamamayan sa mapayapang pagtitipon. Ito ay pinagtibay ng kasalukuyang Justice secretary na si Menardo Guevarra. Ngunit, kaniyang pagdidiin na ang mga maihahayag ng mga lalahok sa kilos-protesta ay dapat na hindi “actionable offense, such as inciting to sedition or oral defamation.” <\/p>\n\n\n\n

Pag-aalala ng mga kritiko na maaari pa ring magkaroon ng banta sa seguridad at kaligtasan ng mga mamamayang magpoprotesta, katulad ng nangyaring pagharang at pananakit ng kapulisan sa mga sektor noong nagsagawa ng pagkilos sa Liwasang Diokno sa Commission on Human Rights (CHR) noong Mayo 25. <\/p>\n\n\n\n

Sa kabilang banda, patuloy na hinihikayat ng NUJP na pagsidhiin ang laban para sa karapang makapagmahayang malaya mula sa karahasaan at intimidasyon ng estado.<\/p>\n\n\n\n
